According to the article, one man saw that this was a problem in his home town of Birmingham, Alabama and took the initiative to start a program called Kid One Transport.

Founded in 1997, Kid One Transport provides children and expectant mothers with access to health care services throughout the state of Alabama. While there are many who have found ways to save money on gas by car pooling or utilizing the services of car carrier companies, some simply cannot afford vehicles, which puts them in a slippery situation (especially if they live in an area where there is little to no mass transportation). Having programs such as Kid One Transport gives people an opportunity to be more mobile, especially when the health of their children or family members is involved.
